The maximum annual subsidy for each enterprise is 10 million yuan.

For those whose process is larger than 28nm, the total annual subsidy will be up to RMB 3 million. For the process less than or equal to 28nm, the total annual subsidy is up to RMB 5 million. For integrated circuit enterprises that purchase IP from third-party institutions, 40% of the actual cost will be subsidized, and the total annual subsidy for each enterprise will be up to RMB 1 million. Enterprises engaged in IP development of integrated circuits in Hefei (the turnover of IP accounts for more than 50% of the total turnover) will be subsidized according to the annual r&d investment of 15%, with the maximum annual subsidy of 10 million yuan.

(3) Support enterprises to purchase, rent and research and development of EDA tools and software. Enterprises that purchase EDA tool software (including software upgrade cost) and carry out R&D activities in Hefei will be subsidized according to 50% of the actual cost, and the total annual subsidy for each enterprise will be up to RMB 2 million. For enterprises renting EDA tool software of IC public service platform, 50% of the actual cost will be subsidized, and the total annual subsidy for each enterprise will be up to 1 million yuan. The newly introduced headquarter enterprises that meet the requirements for the recognition of headquarter enterprises will be awarded 5 million to 50 million yuan each year for 3 consecutive years according to their contributions to Hefei city.
